A study of the enormous differences in agricultural productivity that exist across farms and regions in Pakistan, where, for example, recent farm-level data from Sindh, indicates that irrigated wheat output per hectare varies from 0.5 to 5.4 tons across farms. Looks at the central goal of agricultural policy in the country, viz. improving and sustaining productivity, narrowing the existing productivity gaps, and enhancing resource use efficiencies to meet food requirements of a rapidly growing population. |

This special feature aims to further our understanding of the way in which transitions occur in water management. We contend that if we want to understand such transitions, we need to understand policy change and its opposite, policy stability. These issues have attracted considerable academic attention. Our interest is, however, very specific and thereby unique: we review the role that (groups of) individuals play in the process of preparing, instigating, and implementing policy change. Despite of the agronomic importance for water management, few studies of sugarcane roots have been performed under field conditions during the crop cycle. The aim of this study was to determine the cumulative root density (LA), root distribution on soil profile and the effective rooting depth (ERD) for three sugarcane cultivars using the minirhizotron method. A field experiment was done with sugarcane cultivars IACSP94-2094, IACSP94-2101 and SP79-1011 grown under subsurface drip fertigation. Soil chemical and physical characteristics were also evaluated. Root evaluations were taken at 38, 58, 123, 185 and 205 days during the second ratoon, considering the soil profile until 0.8 m depth. ABSTRACT Estimation of evapotranspiration is a key factor to achieve sustainable water management in irrigated agriculture because it represents water use of crops. Satellite-based estimations provide advantages compared to direct methods as lysimeters especially when the objective is to calculate evapotranspiration at a regional scale. The need to develop successful collaborative strategies is an enduring problem in sustainable resource management. Our goal is to evaluate the relationship between information networks and conflict in the context of collaborative groundwater management in the rapidly growing central highland region of Arizona. Quantifying soil evaporation is required on studies of soil water balance and applications aiming to improve water use efficiency by crops. The performance of a microlysimeter (ML) to measure soil evaporation under irrigation and non-irrigation was evaluated. The MLs were constructed using PVC tubes, with dimensions of 100 mm inner diameter, 150 mm depth and 2.5 mm wall thickness. Four MLs were uniformly distributed on the soil surface of two weighing lysimeters conducted under bare soil, previously installed at Iapar, in Londrina, PR, Brazil.
